yes, you can use wii points for buying stuff on wii shop.

Wii Points are sort of like virtual currency, you use them to buy stuff from wii shop

you can buy wii points cards at game stores which are gift cards with points on them or you can use a credit/debit card to buy points right from the wii shop channel.
